This website presents a draft of the Meiji Constitution (大日本帝国憲法) written by Emori Ueki (1857-1892), governor, political theorist, and member of the House of Representatives. The website contains short descriptions of people and parties that played an important role in establishing the Meiji Constitution. At the bottom of the website, there is a brief history of modern constitutions in the world, an illustration showing the political system under the Meiji Constitution, a concise chronology of events involved in the birth of the current Constitution of Japan, and several drafts of the current Constitution written by individuals and political parties.

This website is part of the National Diet Library's online exhibition project. It presents images of various historical documents and materials since the Meiji Restoration. The website is divided into five sections, corresponding to the different periods of Japanese history from 1868 - 1945. In each section, users may view many constitution-related materials, such as the "Proposal for Drafting a [Meiji] Constitution (Rikkokukengi)" – written by Miyajima Seiichiro, the Sain legislator in 1872. The collections are small in quantity but of a high quality. The website easy to navigate and is also available in English.

This website specializes in providing the Japanese government’s official documents as well as descriptions of books owned by the Cabinet Library. The website is English-friendly and contains a large amount of documents in English. It also presents many digitized images of large-sized or colorful materials, including images of the Important Cultural Properties (重要文化財).
