New NSF Grants.gov Application Guide- December 2009

Significant Changes:

Chapter III – Section 6, Next Steps – Post Submission to Grants.gov: has been updated to reflect the availability of Research.gov to track the status of NSF grant applications.

Chapter VI – Section 1, NSF Cover Page: has been updated to include the Grants for Rapid
Response Research (RAPID) and EArly-concept Grants for Exploratory Research (EAGER)
mechanisms.

Chapter VI – Section 2, NSF Application Checklist: form has been converted to a Checklist for use by the organization in conducting an administrative review. The NSF Application Checklist now appears in Chapter VII.

PHS Non-Competing Continuation Progress Report: Instructions for PHS2590 Have Been Revised. Significant Changes Include:

  • New All Personnel Report:  Replacement of the Senior/Key Personnel Report with an All Personnel Report (see NIH Guide Notice OD-09-140 for details and background on this new requirement).
  • New Assurance for Institutions Receiving Awards for Training of Graduate Students for Doctoral Degrees:  More details on this new institutional assurance are described in NIH Guide Notice OD-09-141
  • Inclusion of Changes to Innovative Potential
  • Changes to the Biographical Sketch
  • Human Embryonic Stem Cells (hESCs) changes

New "Direct Cost" Online Course for Research Administrators

The "Direct Cost" course focuses on the most common types of costs charged directly to grants. It is appropriate for any staff member charging costs to sponsored awards. Prerequisite Course: "Cost Principles". June 12th Deadline for July-December 2009 Faculty Supplemental Salary Forms

Summer/Fall FY2010 Faculty Supplemental Salary Request forms for the period July-December 2009 are now available at: http://www.fas.harvard.edu/~finance/faculty/Supplemental Salary Form FY2010 SummerFall-1.doc . Forms must be submitted to Michael Jackson in the FAS Office of Finance by June 12th in order to make the July payroll. University Issues New Guidance on
Charging Stipends to Sponsored Research Awards

In general, most federal grants expect to provide compensation in exchange for work performed, rather than a stipend for living expenses. The new "Guidance for Stipends on Sponsored Awards" document, which includes a Frequently Asked Questions section, describes this new guidance in detail, as well as the rationale behind it.

NEW NSF Guide Effective for Proposals Submitted on or after April 6th

The National Science Foundation (NSF) has published a revised version of the NSF Proposal & Award Policies & Procedures Guide (PAPP), NSF 09-29, effective for proposals received on or after April 6, 2009. It can be found at : http://www.nsf.gov/publications/pub_summ.jsp?ods_key=nsf0929

Significant change: On 4/6/09, the postdoc mentoring description will become a one-page supplemental document. In the interim, proposers must adhere to the current policy which requires the plan be submitted as a separate section within the 15-page Project Description. NSF Proposals: Faculty Salary Requests Update

NSF recently issued new guidance on their Supplemental Salary policy. In the new policy, there is no mention of "summer salary," though the usual limit of the equivalent of two months of Supplemental Salary from all NSF sources in a given year remains.

To accommodate this new NSF policy, effective immediately, we ask that you:

  • Use the CY (calendar year) column instead of the Summer column on NSF budgets,
  • Use the term "Supplemental Salary" rather than "summer salary" when requesting faculty salary from NSF grants, and
  • Use the new language on the FAS RAS website: http://www.fas.harvard.edu/~research/policy/effort/fac_effort.html when describing faculty effort in proposals, either in the budget justification or the current and pending support pages
