China’s Modernization:
Reflections of an Historian Turned Diplomat

Douglas G. Spelman was the U.S. Consul General in Shanghai from 2002 to 2005. He joined the U.S. Foreign Service in 1977 and has served during historic periods of transition in China, Singapore, Taiwan, and Hong Kong. From November 2007 to May 2008, he served in the Department of State as Director, Office of Taiwan Coordination, Bureau of East Asian and Pacific Affairs.

He holds a B.A. in Religion from Oberlin College and a Ph.D. in History and East Asian Languages from Harvard University. In 1972, as a doctoral student, he interpreted for a visit of the Chinese ping-pong team to the United States.
