What Next for China’s State-Owned Enterprises? A New Wave of Restructuring Needs

Reform of China’s state-owned enterprises (SOEs) has been a critical component of economic reforms begun some 30 years ago. By the late 1990s, the speed of SOE transformation increased tremendously, leading to a fundamental transformation of SOEs from “iron rice bowls” to publicly-listed firms with important shifts in governance structure and operation. In his talk, Victor Gao will discuss this important history as background to understanding the new wave of restructuring needs facing SOEs and the implications not only for China, but also for international business and the investment community.

Victor Gao is an executive director of the Beijing Private Equity Association and chairman of its International Committee. He is a leading observer of China and its impact on international business and globalization. His related experience includes positions at Morgan Stanley and its joint-venture China International Capital Corporation (1994 to 1999), PCCW, Henderson Land, and CNOOC Limited where he served as senior vice president, general counsel, company secretary, as a member of the CNOOC Investment Committee, and director of CNOOC International. Victor Gao holds a JD degree from Yale Law School (1993) and an MA degree in Political Science from Yale’s Department of Political Science (1990).
